Addiction Policy Forum joined over 595 national, state, and local organizations in support of continued funding of the Second Chance Act in the Fiscal Year 2026 Commerce, Justice, Science, and Related Agencies Appropriations bill.Â
The Second Chance Act provides communities with resources to reduce recidivism and provide critical reentry resources like housing, employment, behavioral health treatment, and other essential services. Over 1,350 grants have been administered to 871 state, local, and tribal government agencies and reentry-focused nonprofit organizations across 49 states, the District of Columbia, and U.S. Territories.Â
The Second Chance Act has made a lasting impact in communities, helping more than 442,000 people through reentry services. Research shows that three-year reincarceration rates have decreased by 23% nationally since the passage of the Second Chance Act in 2008.
With over 600,000 people returning home from prison each year and even more exiting local jails, Second Chance Act programs help individuals successfully reintegrate into society and reduce recidivism rates, while promoting public safety and supporting communities by investing in evidence-based resources.Â
The sign-on letter urges Congress to continue funding these reentry programs supported through the Second Chance Act. These programs provide individuals, families, practitioners, and communities nationwide with access to the tools and services to help individuals successfully transition back into the community after incarceration.
