The Addiction Policy Forum community mourns the loss of Jim B. Freund—a devoted father, husband, passionate advocate, and tireless champion for individuals and families impacted by substance use disorder.
Jim often described himself simply as “just a dad.” But through unimaginable loss—the death of his son Scott—he transformed grief into purpose. He became a powerful voice in the national response to addiction, ensuring that no family would feel alone and that no life lost would go unnoticed.
Jim brought urgency and humanity to every space he entered—from classrooms with just a handful of students to national stages and congressional testimony. He had a rare ability to make the crisis personal, reminding policymakers and communities alike that behind every statistic is a human life, a family, and a story that matters.
Through his involvement with the Addiction Policy Forum, including his role as founding chair of the Virginia chapter of APF and recipient of the 2019 Advocate of the Year award, Jim helped shape conversations around prevention, treatment, recovery, and compassionate, evidence-based policy. His work extended far beyond titles—he mentored families, uplifted advocates, and built lasting connections rooted in empathy and action.
Professionally, Jim was an accomplished leader in the technology sector, yet his greatest legacy lies in how he used his voice, time, and heart in service of others. Whether speaking to policymakers or young people, he showed up with authenticity, humility, and unwavering commitment.
Jim’s impact lives on in the countless individuals he inspired, the policies he helped influence, and the community he helped strengthen. He is survived by his loving wife, Sibyl, and daughter, Ashley, who carry forward his strength, compassion, and grace.
In honoring Jim, we are reminded of the responsibility we all share—to continue the work, to speak openly about addiction, and to advocate for a future where no one suffers in silence.
Jim Freund was more than an advocate—he was a steady light, a compassionate leader, and a reminder of the power of one person to make a difference.
