Today, the Addiction Policy Forum is honored to announce that it has added General Barry McCaffrey and former Congressman Frank Guinta to its Board of Advisors.
General McCaffrey has had a long and distinguished career serving the United States. After graduating from West Point and serving in the infantry, he was awarded three Purple Hearts for wounds received in combat, and two Distinguished Service Crosses on his way to becoming a Four-Star General, and the most decorated General in the military upon his retirement. He subsequently became the 5th Director of the Office of National Drug Control Policy under President Clinton, serving from 1996-2001. As Director, he wrote the first of its kind, “National Drug Control Strategy”, which proposed a comprehensive 10-year plan to combat all aspects of the drug war.
The Honorable Frank Guinta served two, non-consecutive terms in Congress from 2011-2013 and 2015-2017 representing New Hampshire’s First Congressional District. In response to the heroin and opioid crisis plaguing his District and the nation, he founded and chaired the Bipartisan Task Force to Combat the Heroin Epidemic, which grew to include more than 80 Members of Congress and was instrumental in the passage of the Comprehensive Addiction and Recovery Act. Prior to serving as Congressman, he was the Mayor of Manchester, New Hampshire, the state’s largest city, and worked extensively with local, state and federal officials to reduce crime, gang violence, and drug use within the city.
