Summary of FY27 House Labor/HHS Appropriations Bill

On June 9th, the House Appropriations Committee marked up the Labor, Health and Human Services, Education, and Related Agencies (Labor HHS) bill. The House Appropriations Committee voted 34 to 28 in favor of the bill, advancing it to the House floor. The bill provides funding for key agencies and programs inside the Department of Health and Human Services (HHS) that address and research substance use and mental health disorder programs, including the National Institutes of Health (NIH), the Substance Abuse and Mental Health Services Administration (SAMHSA), and the Health Resources and Services Administration (HRSA).


The President’s Budget Request (PBR) called for reorganizations across multiple HHS agencies and the creation of the Administration for a Healthy America (AHA), which would have combined select programs from multiple HHS agencies, including the Office of the Assistant Secretary for Health (OASH), HRSA, SAMHSA, and the Centers for Disease Control and Prevention (CDC) into a new unified entity to improve coordination of health resources for Americans. The House bill does not create the AHA. The House Labor HHS bill continues to fund HRSA, SAMHSA, and CDC.


The 2027 PBR proposed consolidating the National Institute on Drug Abuse (NIDA) and the National Institute on Alcohol Abuse and Alcoholism (NIAAA) into the National Institute of Substance Use and Addiction Research. The House bill does not create the National Institute of Substance Use and Addiction Research and continues to fund NIDA and NIAAA separately. 


Substance Abuse and Mental Health Services Administration

The bill allocates $7.29 billion for the Substance Abuse and Mental Health Services Administration (SAMHSA). The bill includes funding for the following SAMHSA programs:

  • $204 million for the Center for Substance Abuse Prevention (CSAP)

  • $14.5 million for the Sober Truth on Preventing Underage Drinking (STOP Act)

  • $4.15 billion for the Center for Substance Use Treatment

  • $10.7 million for Opioid Treatment Programs

  • $1.6 billion for the State Opioid Response Grants

  • $26.84 million for Screening, Brief Intervention and Referral to Treatment

  • $60 million for CARA – First Responder Training – Overdose Reversal

  • $1.5 million for CARA – Improving Access to Overdose Treatment

  • $2.039 billion for the Substance Use Prevention, Treatment, and Recovery Services Block Grant

  • $80 million for SAMHSA Criminal Justice Activities

  • $75 million for Drug Courts

  • $2.79 billion for the Center for Mental Health Services

  • $544.618 million for the SAMHSA 9-8-8 Suicide and Crisis Lifeline.

  • $1.047 billion for the Community Mental Health Services Block Grant

  • $23.42 million for Assisted Outpatient Treatment


Health Resources and Services Administration 

The bill allocates $8.346 billion for the Health Resources and Services Administration (HRSA). The bill includes funding for HRSA programs, including $147 million for the Rural Communities Opioid Response Program.


Centers for Disease Control and Prevention (CDC)

The bill proposes $8.164 billion for the Centers for Disease Control and Prevention (CDC).


National Institutes of Health

The FY27 Labor HHS appropriation bill includes 48.816 billion for the National Institutes of Health. The bill also includes funding for the following NIH agencies:

  • $1.662 billion for the National Institute on Drug Abuse (NIDA)

  • $595 million for the National Institute on Alcohol Abuse and Alcoholism (NIAAA) 

  • 2.189 billion for the National Institute of Mental Health (NIMH)
