Kevin C. Whaley is the Chief Liaison Officer for the Addiction Policy Forum.  He is an experienced law enforcement executive with many years of local and federal experience, serving first as a police officer, then with the Drug Enforcement Administration (DEA) as a special agent, supervisor and an operations executive in the U.S. and abroad. On behalf of the DEA, he was selected to serve in the Executive Office of the President with the Office of National Drug Control Policy (ONDCP) as the Assistant Deputy Director for the Office of State and Local Affairs, focusing on national and international drug law enforcement issues, including the High Intensity Drug Trafficking Area (HIDTA) program. He concluded his federal law enforcement career as a Deputy Assistant Administrator for DEA, which included supervising all fiduciary responsibilities associated with the prevention, detection, and investigation of the diversion of controlled pharmaceuticals and listed chemicals from legitimate sources while ensuring an adequate and uninterrupted supply for legitimate medical, commercial, and scientific needs.

He has a Bachelor of Arts Degree in Criminal Justice from Rowan University and a Master’s Degree in Public Administration from Golden Gate University. He is a Board Certified Protection Professional (CPP) and serves on several senior law enforcement committees with the International Association of Chiefs of Police (IACP).  He is married to the former Nancy J. Powers and the proud father of four children.
