Prior to joining Addiction Policy Forum as Director, State Policy, Jeneffer served as Behavioral Health System Baltimore’s Communications Manager, where she worked on developing and expanding the strategic plan for addressing behavioral health issues within the city of Baltimore and implementing these comprehensive strategies.  

Having worked in the field for over a decade with the Maryland Department of Health and nationally renowned providers such as Sheppard Enoch Pratt Hospital and Kennedy Krieger Institute, Jeneffer has extensive experience in substance use disorder prevention, treatment, and healthcare policy.  

Additionally, Jeneffer is proud to have worked with several grassroots organizations on the development of local, state, and national public health education and anti-stigma campaigns focusing on opioid overdose prevention, harm reduction strategies, and fentanyl education messaging.
