Prior to joining the Addiction Policy Forum, Andrew served as Director of Federal Affairs at the Justice Action Network. In that role, he worked with some the most powerful conservative and progressive organizations in the nation to advance bipartisan criminal justice reforms at the federal level to, among other issues, reduce recidivism, strengthen rehabilitation programs, and break down barriers to successful reentry for those who have paid their debt to society. 

A proud Kentucky native, Andrew worked for U.S. Senate Majority Leader Mitch McConnell from 2009-2015. During that time, Andrew served in multiple roles within the Senator's office, most recent as Legislative Aide to the Senator on criminal justice, judiciary, and homeland security issues with an emphasis on addressing Kentucky’s pervasive substance abuse challenges and developing relationships with Kentucky's law enforcement community. He is a graduate of Campbellsville University.
